The Public Theater is developing an uncomfortable reputation as a hothouse for flops. But for the past few years, it has managed to generate one sure-fire hit: Joe's Pub. Named after Public Theater founder Joseph Papp (whose vintage portraits adorn one wall), the intime cabaret and bar space, filled with plush red-cushioned chairs and tiny tables, has attracted and supported some of the most interesting performers in New York, from emerging icons like Carl Hancock Rux to the irascible Sandra Bernhard.
